A part of the Principality of Moldavia, Turkey’s vassal then, joined Russia in 1812. The new oblast, which was called Bessarabia, mainly preserved the same principles of the former rule, the so called Phanariot system. However, some of the new civil servants did not believe in the possibility to put the country in order and build there a “happy province” (as Alexander I declared it) and stick to the old control methods, at the same time. This led to a fight between the “old” and the “new”, and General I. M. Garting was one of its key actors.
